C vessels delayed by new regulations and changes

The building of two group C vessels at ASL in Singapore is delayed by almost three months.

ESVAGT has been a steady source of income for the ASL Shipyard in Singapore for a number of years, at which the shipping company has built 12 C type vessels. Two more vessels, numbers 13 and 14, were due to have entered the fleet by April but have been delayed by the ship builders.

”We ordered the vessels for delivery on the 23rd of April but the first vessel came in the middle of July and the next is similarly delayed,” says Kristian Ole Jakobsen, Chief Operating Officer for ESVAGT.

New laws and interpretations of regulations in Singapore are the main causes for these delays. The government has, for example, introduced laws stipulating maximum overtime and changed the practice for work permits for foreign workers.

”Many of the shipyard workers in Singapore are foreign workers who come primarily to Singapore to work as many hours as possible. Now that this is no longer possible, the pressure is on shipyard production rates and a number of builds out there are delayed,” explains Kristian Ole Jakobsen.

He adds that the shipyard has appointed a new project manager during the building process, which has cost some time. Replacing suppliers of carpentry and electrical installations have also had a detrimental effect on production time.

In addition to these two ASL built group C vessels, ESVAGT has two more on the way due for delivery in the summer. When these are delivered, 16 of the shipping company’s 43 vessels will be ASL built C class vessels.

”We have a good working relationship with ASL. All the vessels – including the latest delivery – are good quality vessels and are well suited to our operations,” said Kristian Ole Jakobsen.
